North Carolina’s official service is NC SAVAN, the North Carolina Statewide Automated Victim Assistance and Notification system. It is also available through VINELink and the state route at NCSAVAN.org. The toll-free line is 1-877-NC-SAVAN, or 1-877-627-2826. Victim Support Services is 1-866-719-0108.
NCDAC policy says county jails use SAVAN and that its OPUS prison database connects directly to the notification system. Yancey’s own sheriff feed identifies its source as NCSWVINE, which provides a county-specific sign of the integration. Coverage can include a Yancey County Detention Center custody change and an NCDAC prison event. It does not make NC SAVAN the source record.
Search One Yancey Inmate on VINE
Begin at the VINELink state-selection screen. Search one known person, not a broad list of recent releases. Exact identifiers matter because common names, aliases, and spelling variations can produce a wrong match or no match.
- Select North Carolina, then choose the people or custody search shown by the current interface.
- Enter the exact name or a known offender or booking identifier. Try verified variants only when needed.
- Compare the middle name, age or birth information, identifier, and reporting agency before opening a result.
- Read the current custody status and the recorded change. Note the agency and observation time.
- For Yancey custody, compare the result with the sheriff’s OUT, TRANSFERRED, and Release Date fields.
- For a state sentence, compare it with NCDAC’s actual release, incarceration, and supervision fields.

The PIN belongs to the registrant. It is not an inmate code and does not reveal private custody data. NC SAVAN is free and anonymous, and the official overview says the offender is not notified of the registration.
Note: Register before the expected event when possible because an alert created after a source update cannot guarantee notice of the earlier change.
Yancey VINE PIN Repeats Alerts
North Carolina’s policy provides a distinctive acknowledgment safeguard. OPUS changes can trigger SAVAN notices, and each telephone registrant has a PIN. If the recipient does not enter that PIN, the system repeats notification at set intervals for 24 hours. The repeat cycle is meant to seek acknowledgment.
Yancey’s NCSWVINE source identifier connects this state policy to the county integration. Still, the repeat rule does not promise that every source update is instant or that every call reaches its recipient. Phone service, contact changes, source lag, and transfer timing can affect delivery. A successful PIN acknowledgment confirms receipt of the alert, not the accuracy of every underlying release detail.
The NCDAC victim-services policy documents county-jail participation, OPUS links, channels, and acknowledgment behavior. This concrete feature is why a four-digit PIN should be saved when registering.
Confirm a Yancey VINE Release
For a Yancey County jail event, compare the notification with the official sheriff custody feed. It can show Booked Date, Custody Status, Custody Status Date, and Release Date. OUT supports ended Yancey custody, while TRANSFERRED points to another custodian. Call detention staff at 828-682-2124 or request the existing release record when the reason or exact time matters.
For a state-prison event, use the NCDAC offender search. Compare Projected Release Date with Actual Release Date, Last Movement Date, Incarceration Status, Inmate Status, and Probation/Parole/Post Release Status. A person can leave prison and remain under community supervision.

No Yancey VINE Result
A missing or vanished result proves nothing on its own. Search spelling, an alias, delayed source updates, a transfer, the wrong state, an old record, or a jurisdiction outside NC SAVAN can all explain absence. Retry with a verified identifier and confirm that North Carolina and the expected reporting agency were selected.
If the event was county-only, contact the Yancey County Sheriff’s Office and use the county public-record request process. If the person entered state custody, use NCDAC. A federal sentence belongs in the BOP Locator; federal pretrial release may require the docket and actual holder; immigration custody belongs in ICE’s locator and release papers. NC SAVAN is not proof for those federal systems.

Yancey Registry Is Separate
The North Carolina SBI Sex Offender Registry is a separate post-release system. It can show a person who has a continuing statutory registration duty, with search modes based on name, location, or registration number. It is not a jail release list and does not cover most released people.
No registry result does not establish that a person was never released or remains in custody. Processing timing and the narrow legal scope matter. Use the registry only for its defined registration purpose, while VINELink handles participating custody alerts and the sheriff or NCDAC supplies the release source record.
Keep Yancey Alert Details Current
Save the matched agency, identifier, registration channel, and observation date. Update contact information through the official service when it changes. A stale phone number can defeat even a correctly triggered notice. If a status seems wrong, contact the agency that originated it rather than asking VINELink to amend a sheriff or NCDAC record.
A wrong Yancey custody entry goes through the county record route. A wrong state prison or supervision entry belongs with NCDAC. A court disposition error belongs with the clerk. This custodian split protects the value of VINE as an alert layer while directing corrections to the system that can actually change the source data.
Yancey Transfers Need a Receiver
A transfer alert should trigger a new custody check. In Yancey’s feed, TRANSFERRED can appear with a Release Date because the person left the county facility. That field does not mean the person entered the community. Obtain the receiving agency from the sheriff record when public, then use that agency’s locator or records office.
If the receiver is NCDAC, search by offender number and compare admission, current location, sentence history, projected date, and supervision fields. If another county jail received the person, use that jail. Federal criminal and immigration transfers require their own systems. Do not infer an ICE handoff merely because the local record ended.
This receiver-first method also explains why a VINELink record can change or disappear. The next custodian may report under a different agency, identifier, or notification program. Keep the Yancey event as one link in the trail rather than treating it as the final status.
Yancey VINE and Court Records
VINELink reports custody and notification data. A Yancey court file explains the legal case. It may show dismissal, conviction, probation, a sentence, or time-served credit. Court action can precede physical release because staff must process the order and check for other holds.
